No refounding is the work of one man alone — and this project, which gathers years of work by many, owes it to them to begin by naming them.
I thank in particular the outstanding jurists Ingrid Mocanu, attorney at law, Gabriela Baltag, judge, Professor Adrian Severin and Toni Neacșu, attorney at law, through whose filter of learning, rigour and professional courage the drafts of this refounding have passed, becoming better with every reading.

I also thank, wherever he may be, the late economist Ilie Șerbănescu — former minister of reform, member of the initiative committee of the Sovereignty Act and author of the unanswerable demonstration of the colonial condition of the Romanian economy — for the counsel he gave at the foundation of the economic part of this project. The economic part of this book owes him an enormous debt; the errors that remain are mine.
Not least, I thank Mr Daniel Ghiță and Mr Dumitru Coarnă, the members of Parliament who carried the Sovereignty Act into Parliament — and I thank Mr Dumitru Coarnă once again for the second service he rendered to the legislation of the refounding: assuming, as formal initiator, the National Solidarity Act, tabled in Parliament as Pl-x no. 378/2025.
And, last — because without him none of this would have reached the reader’s hands — I thank the publisher of Volume I of “The Third Republic”, Mr Dan Alexandrescu, the man who had the courage to bring this project to print. For yes, courage was needed: in a country where any support for these projects has had a price, the decision to publish this book was not a mere editorial act, it was a genuine act of courage.
To them, and to the tens of thousands of Romanians who signed, this project belongs as much as it belongs to me.
